Why Do Guitar Strings Break

Why does my e (smallest string) string breaks whenever I try to tune my guitar?
I am new at guitar and I read a learners book to find out how to tune the guitar, but whenever I tune it to the right pitch it snaps. What am I doing wrong?
A) you are using crappy strings or B) you have it too tight!
